Settings page and bulk smush options

Just installed onto a multisite however I’m not seeing smush options or bulk smush options, the settings page when clicked on the plugins page just returns you to the plugins page (the URL it points you to is the same page, unlike other plugins)…
Tried on a few subsites with different plugins, themes and setups. Host is Kinsta but that shouldn’t effect it…
Any ideas?
