Several orders are not being sent to GTM

Hello guys, good afternoon.
We have been informed by our Marketing partners that several orders are not being sent to GTM so that they can be counted.
I performed some tests and checks, and I did not identify anything that could cause this problem.
They could help us.Below is just a small example that we received, see that almost half of the orders were not counted by GTM.
