Shift emails: message has no content

I’m having a problem sending Shift Emails to just 1 of my 11 employees. When I publish her shifts she gets an email but the email says “this message has no content”. For all of my other employees it works as expected and provides a list of their shifts.
I’ve tried completely deleting her as a user (including deleting her from the tables in myphpadmin) and then re-adding her but I’m still having the same issue.
I’m not sure what else to do to troubleshoot this. Any tips? I am using the Premium version of Shiftcontroller
