Shipping amount lost on 'Place Order' page after Paypal Express Checkout

After using Paypal Express checkout, the user is re-directed back to WooCommerce to place the order. The shipping amount says ‘There don’t seem to be available shipping methods. Please double check….’. The user is then charged without the shipping amount.
