Shipping Calculator Based on ZipCodes

That would be possible to do, but will take some custom code. This template controls the shipping calculator’s form: https://github.com/woothemes/woocommerce/blob/master/templates/cart/shipping-calculator.php#L88-L94. Changing that input to a select should do the trick.
