Shipping calculator issues

We use UPS shipping calculator on our website.

1) If the cart exceeds UPS limits, I added a plugin to “call for a shipping quote”. I also added “Local Pickup” as an option. Now, when cart exceeds UPS limits, shipping choice is ONLY “local pickup”. How do I get the cart to display “local pickup” AND “call for shipping quote”? I have removed “local pickup” in the cart for now.

2) How do I sort shipping options so that “local pickup” is listed first, then UPS shipping options starting with the lowest price “UPS ground”? Currently the shopping cart lists “3 day ground” followed by “overnight” etc with “Local pickup” listed last.
