Shipping costs in WooCommerce based on the number of items in the shopping cart

I’m looking to set up shipping costs in WooCommerce based on the number of items in the shopping cart. Specifically, I want to achieve the following:

• 1 item: $20 shipping
• 2 or 3 items: $25 shipping
• More than 3 items: $30 shipping

Is there a way to implement this kind of tiered shipping cost structure with your plugin? Any guidance or suggestions on achieving this would be greatly appreciated.
