Shipping Costs not showing

This is an issue in 4.5.0
There is a workaround mentioned here

The customer will be able to checkout without paying for shipping if both of the below are true:

– Customer’s country does not require state
– setting Hide shipping costs until an address is entered is checked

The workaround, for the time being, is to set Hide shipping costs until an address is entered to false.

There should be a fix for this soon, as I see we already have a Pull Request.

Could anyone please explain those steps, it seems like I am not fully understanding it? I live in Europe (Netherlands) so states are not mandatory to be filled in during cart ort checkout and my Woocommerce had already been updated.

*update: I unchecked the ‘hide shipping costs until an address is entered’ and now the flat rates show up again. Thanks for the help, I hope the issue will be resolved quickly
