Shipping fee is calculated after free shipping is available

Dear all,

We are facing a weird issue with our shop. The configuration is set that when a customer purchased for more than 50€ or has a voucher, no shipping fee should be applied, else it is set to 4,9€.

When you now fill the cart with products above 50€, the cart shows as expected “free shipping”.

When I now go to the checkout page, the “free shipping” is overtaken, until after 2-3 seconds the block with the order summary automatically refreshes and then shows 4,9€ shipping fee, which is wrong.

If the user clicks “local pickup” and then again “shipping”, the fee is recalculated and correct.

Can you please help me out?

I also tried out already deactivating all plugins except woocommerce and also tried a different theme, which causes “free shipping” not to apply at all.
