Shipping fees not passed along to paypal

Shipping charges have been set up and the shipping shows up on the site in the WooCommerce Your Order page. But once the order goes to Paypal, the shipping is stripped out. How can I get my shipping to get continued through to Paypal?

I read the previous posts about this issue but they were unsatisfactory in their resolutions.
