Shipping is SOOO confusing

I want to charge shipping and my store doesn’t charge it, i set up woocommerce shipping by amounts. https://www.teespurplemartinishop.com

I wanted it to charge shipping charges by amounts of my products example products 24.99 to 42.99 charge $12.99 shipping etc

nothing happen when the customer paid no shipping charges
