Shipping method error.

Hello there,
In my case, I have to set two shipping method with country restriction.
I have to setup flat rate, shipping method for UK,Canada, USA and free shipping method for Australia only.
When I enabled both methods at once with above policy, than system returns me this message “There doesn‘t seem to be any available shipping methods. Please double check your address, or contact us if you need any help.” except any shipping method.
When I enable only one of them, than system show me the shipping method that I enabled.
Please review this functionality….. and help me out to fix this issue.
