Shipping method not visible

My shipping is not populating correctly and showing multiple options despite being assigned correctly in zones. My zones are set for zip code specific local pick up or flat rate $8, in-state flat rate $8, and out of state flat rate $17.50.

The cart and checkout page both are supposed to have a SECTION labeled shipping but it doesn’t show up at all. When I enable debug mode, it does show that it reads the zone correctly. When I change the address to test NOT local, it does take refreshing and navigating out and back into the cart or checkout to update the total. Debug mode has again confirmed that the zone is updated and the total eventually recalculates, but still no sign of the shipping section. When it is a zip code beginning with 327, 328, or 329, it should give a selection for local or shipping, but it defaults to local pickup without the shipping option.

I have installed Health Check and entered troubleshooting mode. I enabled only my woocommerce, woocommerce shipping and tax, and woocommerce payments. The issue is in both the default theme and the paid theme I have installed (mesmerize), so I believe it is an issue within one of the woocommerce plugins. I previously had “Advanced Flat Rate Shipping Method For WooCommerce” installed, but I realized that what I needed to accomplish should be doable in the base woocommerce with zones. I was having an issue with it displaying correctly as well (similar settings on another site without issues), so this again makes me think it is an issue with woocommerce.

I use managed hosting with WPMU dev and I have not reached out to them for support, but can if this ends up being a server-side setting or something I may have overlooked. I have sent in a support ticket with my status log, but since I only use the free plugin, I’m afraid that will go ignored.
