Shipping methods not using specific zones, only using 1 method

I have specific zones set for local zip codes to use a courier service for fast delivery. In these zones I have a flat rate in case someone wants to use that.
I also have my flat rate shipping set for the entire US. No matter what zip code I use, the flat rate is the only shipping option showing up.
Has anyone else had this problem? How is this rectified?My hosting cant help and I cannot login to create a ticket on woocommerce since I added their plugin using WP. Does anyone have a woocommerce email or number I can contact if you cannot help above?
PLEASE I need your help. I am a total newb and am stuck in limbo.
