Shipping not showing

Hey,
I am trying to set up this plugin on my stage site. But I can not get the shipping method to show. I keep getting this error. “There are no shipping options available. Please ensure that your address has been entered correctly, or contact us if you need any help.” Could you please help me. Your plugin does not give me a lot of setup instructions.
