Shipping price doubles for each item added to cart

For some reason, the USPS shipping just adds the shipping charge for the number of items instead of just weight.
For example, we have 1 item that weighs 6oz. When checking out, the shipping price is correct.

But when we add another one of the same product, it’s now 12oz in weight but it just doubles the shipping price as though we are shipping in separate packages rather than a combined weight for one package.

Our settings for shipping is saved for combining packages.

And I changed the product dimensions to 1″ x 1″ x 1″ just to see if that was messing with it but it still doesn’t work. All products are in the same shipping class as well.

Also, a 2nd issue is when a total over 1 lb. of products is added, it still gives an option for first class even though first class shipping from USPS does not allow for shipping over 1 lb. Is there a way to force it to use Priority mail if the combined weight is over 1 lb?
