Shipping rules not being applied right

    I’m using category for the rules and give discounts on shipping accordingly.
    Currently I have a rule for a shipping discount rate if you buy an item in category 1 and 2 but not 3 the discount is X amount. second rule is if you buy from category 1,2 and 3 the discounts Y amount. My problem is it is showing the shipping rate for the for both and it shouldn’t. If the items meet the first rule I shouldn’t see the second.

    Category = 1 and 2 =/= 3
    Category = 1, 2 and 3
    If I have things in the cart from 1 and 2 but not 3 it is showing me the shipping method for both and only the first is applicable. Category 3 isn’t present in cart at all so shouldn’t be an option.

    As for based on countries you should add an EU selection to the list just for convenience.
