Shipping – some items without a method – can those that do be shipped

I am using Table Rates plugin and have configured some rates that are for US-shipping-only, and others that will allow INTL shipping.
When the cart contains 1 item of each method, and the shipping address is INTL,the cart allows both items to be ordered, even though one of the items cannot be sent to the address.
So, the cart calculates the costs for both items and adds in the INTL shipping cost, but adds nothing for the US-shipping-only items and totals all amounts.
It then allows the order to complete, so the user thinks they have ordered both items, and got free INTL shipping on one that cannot be shipped to them!
Is this expected behavior?
We cannot allow this kind of transaction to occur – is WOO able to tell the person that 1 of the items cannot be shipped INTL?
If not, is there a workaround for this issue?
