Shipping tax is not added at checkout

    Hello,
    I have a shop using woo commerce 3.2.5, the taxes are calculated fine for the products but not for the shipment.
    Under Settings >> taxes I have a 23% rate and shipping is ticked
    Under settings >> Taxes, under “shipping tax class” I have 23% selected
    Under shipping >> there is only one rate for Ireland and taxable is selected

    I have checked in debug and the shipping detail for Ireland is applied just fine but the shipment price is the price ext VAT that is shown, the tax is not applied to it, any ideas?

    Which shipping are you using? Could it be that there’s also a tax option that needs to be setup on the end of the shipping service?

    Yes I am still having the issue.
    For the shipping I have shipping zones > Ireland with shipping methods delivery charge and free in store collection available. I have taxable selected for both.

    Sorry, I was confusing with a shipping cost which can be passed on or not to Paypal.

    In this case, just to make sure that there isn’t a theme or plugin conflict, could you first run the troubleshooting steps described on https://docs.woocommerce.com/document/woocommerce-self-service-guide/#section-4? See if switching to a default WooCommerce theme, and disabling all plugins aside from WooCommerce helps with having the tax properly calculated.

    Sorry for the late response. I am still having the same issue. I have deactivated all plugins and tested. The theme is ours, I have checked for potential issue in the functions but there is nothing relating to shipment costs, here is what I have in the settings:

    (it is for a flower shop, most products have a 13.5% VAT rate, the shipment should be at 23%)

    Woocommerce >> general: deliver to specific locations: Ireland, Enable taxes is ticked
    Woocommerce >> tax: Shipping tax class: 23%, under 23% rates the shipping option is ticked
    Woocomemrce >> shipping: only one country, Ireland, flat rate is set with tax status Taxable

    I have managed to fixed this, the tax rate was called 23%, by changing it to “higher rate” it worked. This is very strange, possibly a bug? but was the solution for me.
