Shipping to specific parts of the UK

Hi there,
I’m working with a client based in Belfast, Northern Ireland and they only want to ship to Northern Ireland and Ireland.

However, Northern Ireland is classed as being part of the United Kingdom and I can’t seem to make any restrictions to England, Scotland, Wales or the Isle of Man.

I tried taking off United Kingdom from shipping zones/countries selling to, but then Northern Ireland wasn’t recognised as part of Ireland and we couldn’t even take orders from our doorstep.

Does anyone know how to fix this? Just to clarify, the business does not want any orders coming from outside of Ireland/Northern Ireland.
