Shipping zone for specific product

Shipping zones can be restricted to certain ZIP codes i.e. https://www.wearewibble.com/restricting-shipping-zones-with-woocommerce-for-wordpress/

Indonesia can order dry food and for frozen food, only customers from Bali can buy it

However this sounds like you might need to restrict payment gateways geographically as well, maybe? WooCommerce has no built in feature for this. But that sounds like a job for: https://woocommerce.com/products/conditional-shipping-and-payments/

Does that go into the right direction?
