shipping zone table rate does not display when max price is exceeded

If the total of the cart is greater than the shipping for that table rate then it removes the option in the table. If it is less it shows it.

If you go to the cart and the cart value is > R250 then you will see the option of deliver to the customer is no longer displayed only the other options

The shipping is setup as follows:

In shipping zones:
Zone name: <code>Greater Cape Town</code>
Region(s): <code>South Africa, Western Cape, 7400...8099</code>
Shipping methods: <code>Free Shipping for over R250Pickup at BuitenPickup at Vineyard HotelPargo Shipping</code>

Then in Shipping Zone <code>Greater Cape Town</code>
Shipping methods are:
<code>Free Shipping for over R250; enabled; Table rates</code>

and 3 others.

In <code>Shipping zones > Greater Cape Town > Table rates</code>
The settings are:
Method Title: <code>Free Shipping for over R250</code>
Tax Status: <code>Taxable</code>
Calculation Type: <code>per order</code>
all other values n/a

Table rates are:

As mentioned value of cart < R250 it then displays all options, value > no delivery option displayed.
