You can use the function kmchild_update_wps_shipping_costs from this gist https://gist.github.com/KeylorCR/34a8cff25b7a287bf4f288c05d1e0ede to replace the shipping costs and also a function of WC like this WC()->cart->get_cart_contents_total(); to validate for the cart total.
