shortcode in popup outside WC?

using latest version of WordPress, Woocommerce and Quick Buy

Quick buy button seems to work on product page to go directly to check-out.

Now I want to create a pop-up when people come to my website where I offer 1 product at special offer, where I would like to add button to Buy Now, directly to check out. Tried to test by adding following code to a simple web page (such as https://www.mywebsite.com/testpage) [wc_quick_buy_link product=”3029″ label=”Buy now!” qty=”2″ type=”button”] but this shortcode does not generate any html code to the browser.
Does this shortcode only work on woocommerce shop / product pages, or can I also use it into normal pages or posts on my website? If so, how?
