Shortcode not executing inside form

I’m attaching a screenshot of the URLparam shortcode not converting to html in my form. Do you have any idea why this is happening?
If I put the same line of HTML somewhere else on the page, e.g. outside of the form it works fine (example in green area below page title).
You can see in the screenshot that it passed the URL param outside the form but not in it.
