I would like to create a short code to insert in my code-snippet plugin.

Should the short code be written in php? If yes, please may you kindly direct me to where I can go to create shortcode php that I can insert in code snippet plugin.

My objective is that when a user clicks on a tab, I would like the user to be directed to another page.
