    I tested this with HTML where I wanted to add a “Notify me” form created in Contact form 7 but shortcode did not work. Is that correct or is it something wrong with my setup

    Nothing wrong with your setup or the plugin. WP Maintenance Mode supports only one shortcode: [loginform].
    If you want to use shortcodes from other plugins, you may have to develop a custom bridge between those plugins and WP MM.
    To conclude, Contact Form 7 is one of those plugins that need a custom bridge to make its shortcodes work on the maintenance mode page.
