Shortcodes not working in HTML emails

I’m encountering a problem with two shortcodes in the HTML emails:
[order_taxes] correctly lists the taxes in use, as well as their % values, but shows the tax amounts as $0. Taxes are calculated correctly during checkout, and the subtotal and total are correct in the email.
[order_items_table] doesn’t format the order items, which are listed in a single block of text.
Please help!
