Shortcodes won’t work in link

I’ve added the shortcodes to an image (circle bottom flag)
?utm_campaign=[utm_campaign]&utm_source=[utm_source]&utm_medium=[utm_medium]&utm_adgroup=[utm_adgroup]&utm_keyword=[utm_keyword]&utm_term=[utm_term]&utm_content=[utm_content]&creative=[creative]&device=[device]&match_type=[match_type]Trying to pass the UTM from one landing to the next but I only get the shortcodes.

My URL with the UTMs in place:
I am not using the Append UTM option.
If I enable the Append UTM, then shortcodes get populated in the next page, BUT I’d rather not using it, since my understanding is that the link + shortcodes would work.
