Should errors appear in the error log

    Hi,
    Should errors appear in the error log? Example:

    [Thu Jan 28 06:23:48.430133 2021] [access_compat:error] [pid 31276:tid 116579662632704] [client 89.46.108.248:41692] AH01797: client denied by server configuration: /home/user/website.org/xmlrpc.php

    I am having periods of about 10 minutes of downtime. I am trying to figure out what is causing it. Any help would be appreciated. Thanks!
