Should I build as a wordpress Plugin or template

    I need to build a site that has a multipage form that the user can save at any page. At the end of the form submission payment will be taken.

    What is the best way to go about building this in wordpress. Ie i have managed to build a multipage form and add it to admin via creating a plugin..

    However I dont want to create more work than is needed, so is this something that I should probably be doing as a template add on?

    Any constructive feedback would be greatly appreciated.
