Show a post when a portfolio page has no posts on it.

I have a portfolio page that displays posts on it. Sometimes this page will have no posts as they get added and removed. I would like a plugin that will display a default post that says something like “Sorry check back later,” etc. when the page is empty and to not show when a post gets added to the page.

I need it to be added as a post, though, for JSON parsing purposes.
