Show all tickets to all users

Hi, I need the WPSC Support Tickets to show all tickets to the users, not only the ones the user created itself, but all tickets, we need this because we do not want to get tickets for problems already submitted before. Often we get 5 tickets about the same error. With this users can see that a ticket regaring a specific problem is already submitted and therefore there is no need to submit another ticket.

i cant figure out where to change that in the code, can any of you help?
