Show every (sec) not working

Clear cache or try to deactivate the cache plugin

cleared browser cache, disabled all cache plugins, tried incognito, purged cache on server. Still loads in evert 4-5 seconds.

Settings > Show every (sec) = 15

Is there anywhere else that might be overriding this? Or another setting?

Deactivate the cache and optimize plugins and test again
