Show message on cart and checkout page if min shipping amount is less

I have 2 shipping methods, Delivery (Flat Rate) of minimum $10 (this is setup via Shipping Methods by Min Order Amount) and Take Away (Local Pickup) with no cost.

How can i still show the Delivery shipping option with a message like “Minimum order for Delivery is $10” on Cart and checkout page when Delivery method is selected.
