Show only on mobile not working

Under the Control tab, whenever I select “A. Mobile Devices shows the TopBar only for mobile dvices.” for any TopBar I’ve created nothing happens. After I update settings the A, B, C buttons are all gray, but it stays at the default setting and shows for all devices.
