Show past events in event category page

sorry for the confusion but did you mean show past events on single category page? if yes, you can use placeholder like #_CATEGORYPASTEVENTS in your single category page format under events > settings > formatting > event categories

From 2017-01-01 to 2017-04-30
Monday every week
Location

Sorry, there’s no way to do that by default. Might be something that could be done with custom coding.
