showing admin user the need to submit for review for new posts

I am the only user in the system, and my role is admin. When I attempt to create a new post, it says “submit for review” instead of what it used to say, “publish.”

This is also happening alongside a couple of new errors (probably after someone upgraded it to WP4.0…) like the “categories” widget simply not showing up when I create a new post. Any ideas?
