Showing strange characters when cache is set

It’s doesn’t show the strange characters in FireFox but it does in Chrome and Opera. Where ever there is a ” ‘ ” in a word, it shows it. I have tested this for the HTML minify, HTML + JS minify and minify off
The only time it doesn’t show is when minify is off. HTML and HTML + JS show the strange characters when the page gets cached.
