Shrink Comments Box

I have tried to shrink the comments box, but it wont after updating it.

I’m trying to update comments.php.

This line, but it doesn’t work:

<p><textarea name=”comment” id=”comment” cols=”50%” rows=”10″ tabindex=”4″></textarea></p>

Also, the submit button on the right hand side of the page, can’t get it on the left side.
