Always check for a plugin conflict first.
Do this as a test:
Temporarily disable all your other plugins.
Does it work now? If yes, enable the plugins one by one to determine
which one conflicts. Which plugin was causing it?
If it was not a plugin conflict, it can be a WP problem. Some have reported success repairing the WP install.
I do not know which files were the problem. Perhaps you could ask in WP troubleshooting forum.
All the files from the WP install download can be uploaded again by FTP. It is a way to repair missing or damaged files. Do not delete the files that are there, just replace. There can be complications, so it is recommended to backup your files and database first. No warranty provided, proceed at your own risk, etc.
