Sibling sub-menus not showing up

Hello,
Ok, I’m having an issue where if I’m on a parent menu item, all the sub-menus and sub-sub-menus show up .
However, if I’m 3rd deep, the corresponding siblings to that 3rd level don’t show up.
For example, in the tree below, if you’re on 1.1.1 and you hover over 1.2, you it won’t show the drop menu under that and you can’t see 1.2.1 or 1.2.2
