Bulk select has disappeared for all users

We just upgraded to 3.2.5 but now no users can see Bulk Actions.

In Settings, for every Nested Page type, for Bulk Edit Role, all roles are ticked. Have tried ticking and unticking. Cleared cache. Logged in and out. Multiple users seeing same thing.

Is there some other setting we need to use to activate them again?
