Sidebars appearing incorrectly, footer widgets not appearing

I’m using the the home page layout plus a static page, for some reason there are sidebar widgets (that I have already removed via the widget management page) appearing at the bottom of the static page, and I think this is probably the reason why instead of showing the footer widgets, the browser glitches/”jumps” if you try to scroll all the way to bottom.

What’s causing this and how do I fix it?
