Simple Facebook/Twitter Connect for Multisite

I’m running a multisite,and would like for everyone to use the same application, and for the plugins to be MU is this possible?

Basically, I want the base/application info to be controlled by the site admins only.
So everyone uses the same applications, then the other settings controlled by the users on a site by site basis.
