Simplefolio theme not working with 3.1.2

I had some issues upgrading to WP 3.1.2 and it resulted in me uninstalling and reinstalling WP.

Now I’m trying to install my previous theme that worked perfectly with no problems, Simplefolio.

Installing from WP dashboard I receive the follow error:

Fatal error: Maximum execution time of 30 seconds exceeded in D:\Hosting\7441723\html\test\wp-admin\includes\file.php on line 681

My hosting is with GoDaddy and I guess I don’t understand how to view the file.php? I can right-click and open but it doesn’t have 681 lines of coding. I’m not sure if that’s how I view it or not.

Any suggestions?

It worked JUST fine before and installed smoothly the last time. IDK why I’m getting errors now.
