Since 7.0.3 plugins update are always on

Hi,
I have disabled plugins updates and since version 7.0.3, WordPress Dashboard is still notifying of new updates available.
Under the “General” tab, at “WordPress Plugin Updates”, the “Disable Plugin Updates” switch is selected in green color.
Under the “Plugins” tab, I have the notification message at the top of screen saying “All plugin updates have been disabled.”, and in the list of plugins, all the switches are “On”.
With this configuration, no updates were notified before version 7.0.3. Now, I have to select all plugins from this list and select all the switches to “Off”, to disable all updates notifications.
The master switch under the “General” tab has no effect anymore. I witness this behavior with all WP sites I manage.

Can you please check this ?
