“since you’re a newcomer” problem at 3rd blog

I tried to install a 3rd WordPress blog after having no problems with the first two.
Installation went fine (gave the tables their own prefix in the config file, etc), but after logging in as admin I keep getting this :
“Since youa€?re a newcomer, youa€?ll have to wait for an admin to raise your level to 1, in order to be authorized to post blog items.
You can also e-mail the admin to ask for a promotion.
When youa€?re promoted, just reload this page and youa€?ll be able to blog. :)”
When I check the users table in the database, admin is set to level 10.
I’ve deleted cookies, still to no avail.
