Single quotes appear as ASCII: ' in category tree

My client’s site displays all single quote characters correctly EXCEPT in the Collapsing Catgeories text. Throughout the categories tree, whenever there is supposed to be a single quote character (‘), instead the viewer sees the Ascii code for it (')
Tried updating the Collapsing Categories plug, but no change. Ideas?
