I read that info also before and stopped at these two:

4.In the box for WordPress address (URI): change the address to the new location of your main WordPress core files.
5.In the box for Blog address (URI): change the address to the new location, which should match the WordPress address (URI).

I am not changing WordPress URL, just Blog adress. Or they both should match?

It all depends on where your wordpress files and folders are.

Are they still in blog folder or did you move them to root.

both should match. You’re moving your WP to root e.g. https://example.com/ and same blog is in https://example.com/

Basically what i did is installed WP on subfolder (www.example.com/blog) on my host and then in Admin site changed Site Address to original blog address (www.example.com). I found this example on one tutorial. But apparantly its not correct. I did not move any files. I installed it and left it as it is.

My question would be should the blog be installed on sub folder like https://www.example.com/blog or i can install on https://www.example.com. Then i would not need to change any site URL.

If you want to use your domain name as site url and still leave wordpress files and folders in blog folder then using ftp or server you will need to copy index.php in root open the index.php that you copied in editor and on line 17 add folder to the url so you will have

require(‘./blog/wp-blog-header.php’);
